“The Constitutional Chamber is what in other countries is a Constitutional Court, it's almost as a power in some countries because the Constitution is above all laws, regulations. The functions of the Chamber are so high and important that its decisions can just be changed through its own decisions and everything stops there, there is no instance beyond the Constitutional Chamber. It's the highest institution in the law in a civilized country”.

A tribute was made by the Supreme Court's Judges who integrated the Plenary Chamber last  Monday morning, after knowing the news regarding the death of Former Constitutional Judge Alejandro Rodriguez Vega.

The President of the Supreme Court, Luis Paulino Mora Mora, declared last Monday morning, during the special session of the Plenary Chamber, a one minute of silence in memory of who was the first president of the Constitutional Chamber.

Dr. Luis Paulino Mora remembered the charisma that always showed the Former Judge Rodriguez Vega in the performance of its functions, who had always been characterized by his smile.

“Since his beginings, Dr.Rodriguez Vega had a vocation to seek meeting points and always managed successfully the matters to his charge. He is now before the Lord and we send to his family the condolences of the Costa Rican Judiciary Power" said Mora Mora.”

His dedication to the judicial work was shown in the various positions and functions he assumed, such as President of the Higher Administrative Court, Magistrate of the First Chamber of the Supreme Court and then Judge and first President of the Constitutional Chamber.

One of the last interviews he granted to Justice Monitoring's Digital Magazine was when the Constitutional Chamber arrived to 20 years of functions in September 2009, Edition 94.

With his fun and simple treatment, he showed a vocation that always characterized him in the field of constitutional jurisdiction, especially with his dedication since its inception of this Constitutional Chamber in the country, and serving as first president, position he held from 1989 to 1992.

In the interview he remembered that "it was necessary to legislate on other instruments or actions of a constitutional nature that did not exist in law on that time because the existing system was not ideal to protect the constitutional and human rights of citizens, and also because the country had grown and developed in a major way by then, and for this reason aspecialized court was needed."

"We organize seminars with international experts to attract the attention of lawyers; there were visits to other courts of the country's main cities and townships, in order to explain the functioning of the Constitutional Court. We worked with the Judicial School, the media and law journals educating many people who had not clearly understood the idea of ​​what was the Constitutional Court. We met with government officials, teachers, police and forces of the community. We fully complied with the new regulations which were very wide, in order to provide the country with an open protection of their fundamental rights, "said Rodriguez Vega.
